The charitable deduction is not a reason for giving - true - but it is a simple issue of how much an individual can afford to give. Reduce the deduction and you reduce the giving - period. Would you rather have that money in the hands of a local charity or fueling a plane for Nancy Pelosi to travel the World? And of course, the top 1% won't impact approval ratings.
